I do not believe any club has to be "open".

There are special rules for university clubs joining the leagues, they have to show they have been playing Saturday fixtures for 2 years and have sufficient players  available.

However, if you want to form the Old Periwinks which is only open to those who attended The Periwinkles preprep shool, I see no reason why that club could not gain membership of the RFu and enter the league. Now it might find itself short of player - especially as Periwinkles closed in 1953 - so it might then open its memberships and rename itself Perimulas RFC. It might then set up a M&J section and even a girls section - despite them never having been admitted to the school.
