Interesting article in the Telegraph today about HMRC beginning an investigation into how clubs are managing payments to players, primarily in relation to PAYE and tax.

https://www.telegraph.co.uk/rugby-union/2018/12/11/hmrc-investigate-grass-roots-clubs-payments-players/

The outcome (if published) could make for some interesting reading.

My money’s on they’ve picked up on the RFU salary restrictions and realised there’s an easy source to chase.

I hope everyone has their house in order and if sadly, after all the warnings, there are clubs ignoring the RFU advice the RFU comes down hard on them.

I believe that HMRC are working their way down the RU League system and making appropriate investigations.
All National League Clubs have been asked to complete a HMRC questionnaire. The HMRC followed this up with a meeting with NCA Representatives at Stourbridge and, the HMRC will be contacting Clubs if necessary.

It was interesting to note from this meeting that both parties felt there would be more issues to address with Clubs below the National Leagues. I suspect they are correct.

Seems to me they should look at Premiership clubs and players and the avoidance techniques being used, as well as Level 10 clubs, of course.

I thought (assumed) National league clubs learned lessons a decade ago - perhaps the churn in league membership has brought some new committees and clubs with off balance sheet funding and blue sky thinking!!

I think the inference from Sid's comment was they had already looked at the Premiership and Championship.

Correct.
I think Premiership & Championship Club financial arrangements are more high profile and are/should be better documented, hence 'avoidance' is probably more difficult than it would be for Clubs below the National Leagues.

It's interesting to me that the total amount of historical tax revenue potentially uncollected from all the rugby clubs below level 4 is likely less than the declared amount of tax overdue for payment by any of the three worst Premiership/Championship Kevball clubs for one MONTH, some remaining multiple months overdue...

OK, don't break the law but please HMRC go after the big bucks not the pennies (or the headlines)

It's a relief to know that they've collared all those multi million £ tax avoiders (Google etc.) and now have the time available to put the squeeze on Old Rubber Duckians.

HMRC always find something - we were once told at work that because 2 male staff members wives were sent flowers upon giving birth that they owed tax on those "benefits in kind" - equally there are arcane rules like if all staff eat in the same canteen then no tax but if the directors have a seperate dining room then all discounted meals are a benfit in kind. Wonder how that will work with free food provided to players after training etc.

I would expect a few clubs get hauled over the coals as examples followed by a new set of guidelines being produced
