You can pay at any level after all the game is "open" but at certain levels you lose any access to RFU funding as stated above.

Now we've cleared that up, let's move on..

Does that mean they must have declared any payment to the RFU to avoid any sanctions?

With RFU payments being slashed, it is less of a deterrent than last year

New season upon us and the money is flowing. At this level is ridiculous and have Clubs with a purse not recognised yet that you will destroy your Club? Look above and below you if you are paying because it is not pretty.

Players join a club because they are being paid to do so.If the money is taken away or someone wants to pay them more, then they leave. Its logical. When that happens there is no choice but to continue to pay to replace them as the club is soul less.
It amazes me that clubs at this level can pay when their pitch needs irrigating, the clubhouse is falling down, the bar is no cheaper than a pub, there is no food to buy on match days, there is a long queue on training nights to see the physio because there is only one available, physio equipment is out of the ark, players have to get to away games under their own steam, etc.
Yet the Chairman and his ilk will come round with the begging bowl pleading poverty all the while sanctioning paying mediocre players. Madness.

IT - Why would you expect to pay less for a pint in a rugby club than a pub?

As good a post match meal as u r likely to get in Lon 1 S Gareth! Incidentally, we lose 2 of the leagues best programmes in Totts and Chobham next season, and I am mot sure any of KCS, Belsize Park or HAC even do them, more’s the pity.

IT
Wow..that's a hugely depressing view of any rugby club that I've heard for ages!
However it's not all doom and gloom out there!,sounds like you need a new rugby club to support...come and take a look at us ,we don't pay our players, they play for us because they want to, we have the best facilities in this league, and if you become a member you get discount at the bars, you know where we are so what yer waiting for😁

Because, as you say, its a club otherwise what is the point of paying membership ?

If a club wants a donation every year then call it that.
