Does anyone categorically know if a suspension from playing administered in the UK by the RFU would follow a player to another union i.e suspended for 6 weeks but leaving to play overseas after only 2 weeks of suspension served.

It will follow when they do their international union transfer.

It absolutely does 100% - I've been involved in a case like that personally. We signed a Canadian player a few years ago  - he had been banned over there and had to serve his time over here before he could play for us.
Cannon is correct - a player moving unions has to obtain an International Release form from and any suspension or other misdemeanor would be communicated to the new union.
